  24. [This is the last of the "missing" issues, and this time it wasn't the
  25. fault of the subscription foulup -- I simply misplaced this one and
  26. found it, to my considerable surprise, a couple of months later.  This
  27. will be terse.]
  28.  
  29. Space Commerce Corp and Technopribor sign agreement to cooperate on
  30. converting SS-20 IRBMs into launchers.  Capacity 495-770lbs into low
  31. orbit, rather more than what SCC originally expected.
  32.  
  33. NASA's [now-notorious] 90-day study of Moon/Mars possibilities says
  34. it would need intelligence, determination, political will, new technology,
  35. more people working for NASA and its contractors [ah, now we start to
  36. get to the heart of the matter], lots more money [bingo]... and it could
  37. sure use relaxation of the federal personnel system, procurement red
  38. tape, rules about transferring money between budget items, and other
  39. nuisances from OMB.  It even gives a hit list of specific regulations.
  40.  
  41. New SDIO spending plans boost Brilliant Pebbles and cut a lot of long-term
  42. projects, notably the free-electron laser program.  [Bad news, said lasers
  43. are very nice for laser launchers.]  Congress is likely to disapprove.
  44.  
  45. Avtex, the only qualified US supplier of the rayon fiber used to make carbon-
  46. carbon composites etc. for rocket motors, halts production permanently on
  47. Nov 10 after a long losing battle against pollution regulations.  North
  48. American Rayon Corp is gearing up to produce the special fiber, and with
  49. luck will be qualified by the time the stockpiles of Avtex fiber run out.
  50. Avtex has been running its plant at full rate on DoD/NASA emergency money
  51. for the last year to build up an 18-month stockpile.
  52.  
  53. Discovery goes up on military mission.  Two of the crew are doctors,
  54. suggesting secondary biomedical payloads.
  55.  
  56. NASA unveils its 90-day study of Moon/Mars options.  Costs are not mentioned;
  57. a section discussing them was apparently deleted before printing.  Heavy
  58. launchers -- Shuttle-C being about the *minimum* -- were identified as a
  59. major requirement, as well as in-space assembly at the space station.
  60. The study rejects new [that is, post-1965] propulsion technology, other
  61. than aerobraking, due to low thrust and "the complexity of operating such
  62. innovative systems".

  64. Cosmic Background Explorer launched Nov 18 by last NASA-owned expendable.
  65.  
  66. USSR begins pre-launch preparations for Granat, a 5-ton high-energy
  67. astronomy satellite featuring a French gamma-ray telescope.  Guaranteed
  68. service life has dropped from 18 months to 8 due to hardware aging during
  69. long instrument-development delays, although there are hopes for getting
  70. 18 months or more anyway.

  72. Europe's Eumetsat weather-satellite group discusses joint metsat projects
  73. with the US's NOAA.
  74.  
  75. "Aerospace Forum" column by Lt. Gen. Richard C. Henry, retired commander
  76. of USAF Space/Missiles group.  He says ambitious Moon/Mars concepts are
  77. a bit premature when we can't even get to low orbit cheaply and reliably.
  78. The shuttle costs $6-10k/lb to orbit, expendables are less but not a lot
  79. less.  Furthermore, all these systems lose 2-3 payloads out of every 100.
  80. He says what is needed, above all else, is *simpler hardware*, to give
  81. reasonable costs and reliability by concentration of effort on crucial
  82. parts.  Redesign of ground facilities is also probably needed.  He backs
  83. a solid-fuel booster using composite cases, modern fuels, and automated
  84. production to improve consistency and reliability.  "Simplicity of
  85. operation without the frills has always been required to conquer a
  86. new frontier...  We seem to have forgotten that is what always got us
  87. there in the past.  It is time to apply the proven principles of
  88. austerity and simplicity to that short 100mi trip to space."

  100. The most current orbital elements from the NASA Prediction Bulletins are
  101. carried on the Celestial RCP/M, (513) 427-0674, and are updated several times
  102. weekly.  Documentation and tracking software are also available on this
  103. system.  As a service to the satellite user community, the most current of
  104. these elements are uploaded weekly to sci.space.  This week's elements are
  105. provided below.  The Celestial RCP/M may be accessed 24 hours/day at 300,
  106. 1200, or 2400 baud using 8 data bits, 1 stop bit, no parity.
